Financial Assistance Program to promote the development of greenhouses│MAPAQ

The maximum financial assistance may be up to 40% of the project’s eligible investments, up to a maximum of 40% of the electricity bill.

Description

On November 25, 2020, the government approved by decree the enhancement of the Financial Assistance Program to promote the development of greenhouses.

Thanks to this enhanced program, greenhouse producers who carry out one or more investment projects of at least $3 million can receive up to 40% of eligible expenses incurred, up to a maximum of 40% of the electricity bill.

The main changes made are as follows:
  • The financial assistance increases from 20% to 40% of the electricity bill for a maximum period of eight years;
  • The eligibility threshold for project investments has been increased from $125,000 to $3,000,000;
  • The project must demonstrate that it will contribute to the achievement of Quebec’s food self-sufficiency objectives.

Eligible Applicants

To be considered eligible, the applicant must either be a farming business or the project will allow them to become a farming business.

Businesses applying to the program must provide a detailed investment plan and demonstrate that each of their projects meets one of the program’s objectives, namely:

  • start-up or increase of production;
  • the construction of a new greenhouse complex;
  • the use of an electric heating system.
To be eligible for this measure, investment projects must be carried out in Québec in a company that operates a greenhouse and whose main activity is commercial in nature or generates agricultural income.

Eligible Expenses

The maximum financial assistance may be up to 40% of the project’s eligible investments, up to a maximum of 40% of the electricity bill.
The amount of financial assistance paid by MAPAQ is equivalent to a 40% reduction in eligible electricity costs calculated according to the rate in effect, before taxes, and in accordance with the electricity bills of the company’s greenhouses for a maximum consecutive period of eight years.

Deadline Date

Financial assistance may be paid quarterly for a maximum period of eight years. The financial assistance period ends on December 31, 2032.
