Public Lending Right (PLR) Program | Canada Council for the Arts

The maximum possible payment varies every year, based on available budget and number of registered titles. In 2023-24, it was $4,500.

Description

The Canada Council for the Arts distributes payments to over 18,000 Canadian authors annually through the Public Lending Right (PLR) Program as compensation for free public access to their books in Canadian public libraries. The Canada Council works with the expertise of a permanent advisory board, known as the Public Lending Right Commission, to define the program’s criteria and promote the program among eligible authors, illustrators, narrators and translators.

Eligible Applicants

You must be a Canadian citizen or permanent resident.

Type of Creator – You must be a:

  • Writer
  • Editor (note: only editors with original written contributions qualify)
  • Translator
  • Photographer
  • Illustrator, or
  • Narrator

 

Eligible genres:

  • Fiction
  • Poetry
  • Drama
  • Children’s literature
  • Non-fiction
  • Scholarly work

Eligible Expenses

  • Supporting Authors
  • Celebrating Libraries
  • Enriching Readers

Registration is currently closed. Registration opens February 15, 2025.
