Canada–Taiwan 2025-2026 collaborative industrial research and development call for proposals

Description

Working together, the governments of Canada and Taiwan aim to foster and support collaborative industrial research and development (R&D) projects with a high potential for commercialization. This competitive call for proposals is open to organizations from Canada and Taiwan that wish to form project consortia to undertake collaborative projects focused on advanced manufacturing, clean technologies, digital technologies, health and biosciences, and quantum technologies sectors.

Eligible Applicants

To be considered for funding, applicants must form a project consortium and develop a collaborative research and development (R&D) project that meets the following criteria:

Canadian SME applicant

  • The Canadian applicant must meet all the following criteria:
    • be an incorporated, profit-oriented small or medium-sized enterprise (SME) in Canada (defined as having 500 or fewer full-time equivalent employees)
    • have been in operation for a minimum of 12 months prior to the Canadian registration deadline specified above
    • have a minimum of 5 full-time equivalent (FTE) employees located in Canada (on the company payroll and issued a T4), excluding contract employees, by the Canadian registration deadline specified above
    • pursue growth and profit by developing and commercializing innovative, technology-driven new or improved products, services or processes in Canada
    • have a differentiated and protectable technology with commercial potential in global markets
    • have the financial capacity (working capital, sales revenue, investment, etc.) and the operational capacity (personnel, expertise, resources, etc.) to undertake an international multi-year R&D collaboration while maintaining regular operations, and to subsequently commercialize the results
    • be committed to significant growth through international market expansion
  • Preference may be given to SME applicants who meet the criteria below:
    • have a minimum of 15 full‑time equivalent (FTE) employees located in Canada (on the company payroll and issued a T4), excluding contract employees
    • have commercialized 1 or more products internationally
    • have more than Can$500,000 in annual sales revenue

Example of how to count a full-time equivalent employee

Your company has 5 part-time employees on its payroll. Each employee works 1 day per week. Over 1 year, these employees represent the equivalent of 1 full-time employee.

Consortium

  • The project consortium must include at least:
    • 1 incorporated Canadian SME
    • 1 eligible Taiwanese partner (see section 4.4)

The parties listed above must be unrelated parties (i.e., no direct, indirect, beneficial or constructive ownership interest between these parties)

  • The project partners that form the consortium must agree on a plan which addresses intellectual property rights and commercialization intentions
  • The project partners who form the consortium, as well as any individuals or organizations involved in the project activities, must attest to having no affiliation in any form with entities listed on the Named Research Organization list

Eligible Expenses

Projects must focus on one or more of the following themes:

  • Advanced manufacturing, including smart factory and smart manufacturing, advanced materials, automotive manufacturing, semiconductor, robotics and automation
  • Clean technologies, including water and wastewater management, smart grid and energy storage, battery-related technologies, renewable energy, low-carbon economy technologies, and hydrogen technologies
  • Digital technologies, including ICT, quantum computing technologies and artificial intelligence (AI) for industry, cyber security and smart vehicles
  • Health and biosciences, including pharmaceuticals, digital health, medical devices, and mobile health
  • Quantum technologies, including quantum computing, quantum communication, quantum sensing, cryptography, imaging, security, and quantum materials

Deadline Date

Canadian registration deadline: February 19, 2026; Canadian expression of interest deadline: March 5, 2026; International consortium project proposal deadline: May 26, 2026
