Green Municipal Fund – Study: Retrofit or new construction of sustainable affordable housing │ Federation of Canadian Municipalities (FCM)

Grants of up to $250,000 to cover up to 80% of your eligible costs.

Description

We fund studies to support the integration of leading-edge deep energy efficiency measures and onsite renewable energy generation in existing affordable housing retrofit and new build projects.

Eligible Applicants

  • Canadian municipal governments (e.g., towns, cities, regions, districts and local boards thereof)
  • Municipally owned corporations, such as municipal housing service providers; or
  • Non-profit, mission-driven affordable housing providers, including cooperatives.

Eligible Expenses

  • Consulting costs to simply write the GMF application, including inserting information into the Project Workbook, incurred up to 90 days prior to application receipt date (maximum $5,000).
  • Administrative costs that are directly linked to and have been incurred for the project, such as:
    • communication costs (e.g., long-distance calls)
    • permits or certifications required for the project
    • printing or photocopying by outside suppliers
    • acquisition of documents used exclusively for the project
    • document translation
  • Advertising costs essential to communicating the project to the public, as well as project evaluation, such as:
    • fees for advertising development
    • fees for media distribution
    • website development
    • public surveys
  • Rental of tools and equipment related to the project.
  • Costs related to meetings and public gatherings held to communicate the project to the public and collect feedback, such as:
    • facility rental
    • audiovisual equipment rental
  • Fees for professional or technical consultants and contractors.

Deadline Date

The program for studies on retrofit or new construction of sustainable affordable housing is currently paused. Intake for plans and studies is expected to reopen in April 2026, but a specific deadline has not yet been announced. Funding for capital projects and pilots is now closed.
