Indigenous-Led Clean Energy stream – Smart Renewables and Electrification Pathways Program (SREPs) │Natural Resources Canada (NRCan)

Description

The SREPs ILCE stream is dedicated to increasing meaningful and equitable Indigenous participation in the clean energy transition through the support of Indigenous-led clean energy projects.

Eligible Applicants

Applicants to the ILCE Stream must be:

  • Legal entities validly incorporated or registered in Canada;
  • Provincial, territorial, regional, or municipal governments (and their departments and agencies); or,
  • Indigenous communities and governments, Tribal Councils, national and regional Indigenous councils or organizations, and Indigenous for-profit and not-for-profit organizations (majority owned greater than 50% and effectively controlled by Indigenous Peoples). Indigenous is understood to include First Nations, Inuit, and Métis.

Eligible Expenses

The Program will reimburse a portion of eligible expenditures incurred that are directly related to, and necessary for, the implementation of a project. All eligible expenditures must be incurred by the Proponent verifiable (e.g., invoices, purchase orders, timesheets) and fall within the following categories:

  • Salaries and benefits
    • Eligible salaries include wages paid to employees directly involved in the project such as engineers, scientists, technologists, draftsmen, researchers, laboratory, experimental and shop labour,
    • All eligible personnel must be employees of the recipient, and be on the payroll of the recipient
    • Salaries must not exceed 20% of NRCan’s contribution.
    • Benefits may include employer-paid expenses such as Canada Pension Plan (CPP), Quebec Pension Plan (QPP), Employment Insurance (EI), health plan contributions, worker’s compensation, sick leave, and vacation pay.
    • The amount claimed must be prorated based on time spent on the project, supported by timesheets and payroll records.
    • Employee bonuses, overtime, and indirect operating expenses are not eligible.
    • Labour claims must be supported by suitable records such as time sheets and records, and be held for verification at time of audit. Management personnel are required to maintain appropriate records of time devoted to the project
  • Professional, scientific, technical, and contracting services
    • The amount eligible for subcontractors or consultants shall be the actual contract amount.
    • These services may include engineering assessments, feasibility studies, legal compliance services, technical support, environmental assessments, and project management consulting.
    • Contractors must be independent third parties.
  • Equipment expenditures
    • Equipment must be acquired or constructed exclusively for the project and approved in advance.
    • To be eligible, costs must be identified in the project cost estimate and include purchase, installation, testing, and commissioning.
    • Equipment will be charged at the net price after deducting all trade discounts and rebates.
    • Where such equipment is obtained from another division of the Recipient or from a related company, the eligible expenditures shall not exceed fair market value and shall not include any markup for profit, administration, selling or financing expense.
    • Examples include laboratory equipment, IT systems, and renewable energy components.
  • Travel and accommodation
    • Travel expenses must align with National Joint Council rates.
    • Eligible travel must be directly related to project implementation (e.g., site visits, stakeholder consultations, technical training).
    • Justification for travel will be required during the due diligence process.
  • Eligible expenses for Indigenous organizations
    • Costs associated with Indigenous ceremonies related to the project.
    • Translation services for Indigenous languages.
    • Honoraria for Indigenous Elders participating in ceremonies (up to $500 per Elder).
